Description


Highly responsible administrative work in effectively coordinating and supervising the activities and operations of assigned Public Works divisions. Develops and administers the budget; prepares and presents agenda items to the Board of Commissioners; develops plans and implements department goals and objectives; supervises department personnel. Work is carried out under the general direction of the City Manager with wide latitude for independent judgment and initiative.

Examples of Duties
Operations/Administration
  • Oversees, directs and supervises the administration of all divisions that may be assigned by the City Manager, currently City Buildings & Grounds, Fleet Maintenance, Marina, Parks & Parkways, Roads & Streets, Sanitation coordination, and Storm Water systems.
  • Oversees the maintenance of utilities infrastructure in compliance with local, State and Federal regulatory agencies.
  • Conducts administrative studies, reports and analyses, and develops recommendations as assigned by the City Manager.
  • Assists the City Manager by providing administrative research and special projects.
  • Serves as project manager or coordinator for special activities as assigned by the City Manager.
  • Submits oral and written reports to the City Manager on a variety of special assignments.
  • Develops procedures for implementing changes in organization and administrative systems as directed by the City Manager.
  • Reviews and evaluates reports from departments, recommends revisions or further research, and approves drafts and reports.
  • Directs and participates in the development and administration of the departmental budget including expenditure approval for staffing, equipment and materials.
  • Prepares and presents agenda items to the Board of Commissioners, as directed by the City Manager.
  • Develops, plans and implements departmental goals and objectives, recommends and administers policies and procedures.
  • Develops, plans and schedules for meeting long-range department facility needs and service levels.
  • Attends and participates in a variety of boards and committees and professional organizations.
  • Originates policies and operational procedures.
  • Makes field inspections of department sites and operations to be aware of current projects and operational problems.
  • Handles legal and contractual matters relating to department operations.
Staff Management
  • Oversees staff training and development.
  • Oversees and supervises lead staff in each division which includes instructing, assigning, reviewing and planning the work of others; maintaining standards; coordinating activities; allocating personnel.
  • Provides a leadership example for department staff with regard to functions such as public contact, budget maintenance, work ethics and report preparation.
  • Addresses employee problems effectively; approves the selection new employees; provides training for department staff and evaluates performance of department subordinates; approves, promotions, disciplinary actions and discharges.
Public Relations
  • Promotes through department staff, such functions as public safety, health and welfare.
  • Ensures that all employees are cognizant of creating good public relations in the performance of their duties.
  • Responds to citizen inquiries and complaints in a timely and courteous manner.
  • Confers with the public to solve special problems and to address specific concerns.
  • Coordinates programs with other City departments and governmental agencies.

Typical Qualifications
Education/ Experience
  • Minimum qualifications for the position include a bachelor's degree with five to nine years supervisory/management experience.
  • Preferred qualifications include a degree in public administration, business, engineering or a related field and five to seven years executive management level experience in the public sector.
Licensure
  • Florida licensing as a Professional Engineer (PE) and/or a master's degree in a related field are highly desirable.
  • The City may consider a combination of training and/or experience as a substitute for required education, experience and/or management experience.
  • Must possess and maintain a valid Florida Driver's License.
