Team Carney is actively seeking an experienced Psychometrician to support a government contract in the area of Intelligence Training. The psychometrician will develop skill standards and will be responsible for the identification, development and implementation of measurement methods including skill standard-based assessments.

Active SECRET clearance required. This position is HYBRID, with one day a week in Linthicum, Maryland 

Responsibilities:

• Develop technical and program documentation that meets NCCA standards for the Accreditation of Certification Programs
• Design, Analyze and Validate tests to assess personality, intelligence and other traits through questionnaires and surveys
• Communicate reports and findings with internal and external stakeholders

Minimum Qualifications:

• Active Secret Clearance
• Five (5) years of experience in executing analysis efforts and providing expert input within their associate field.
• Graduate Degree from an accredited university in educational measurement, quantitative psychology or industrial/organizational psychology or related discipline

Preferred Qualifications:

• PhD from an accredited university
• Five (5) years of experience in developing skill standards, to include identification, development, and implementation of measurement methods (including skill standard-based assessments) that result in reliable information that can be used to make valid, high-stakes certification/credentialing conferral decisions.
  • Five (5) years of experience in the development, administration, and interpretation of psychometrically-sound tests and other assessment instruments that may contain classified information.
  • Five (5) years of experience in developing technical/program documentation that meets NCCA standards for the Accreditation of Certification Programs and prevailing professional guidelines and standards.
  • Five (5) years of experience in generating, using, and communication item and test level statistics (using either classical test theory and/or item response theory paradigms) within the context of high stakes classified certification programs.
