When attending an event or meeting in person, your primary office location will be based out of 1340 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands. Effective January 2026 this role will be required to be on site 50% of the time each month. Position Overview This position is responsible for developing, implementing, and overseeing traffic signal and electrical infrastructure programs, ensuring the efficient operation and maintenance of traffic signals. As the City’s transportation network continues to grow, this position will provide leadership in traffic signal program development, asset management, and partner coordination to improve mobility and safety. Responsibilities Develop traffic signals programs and policies: Oversee development and maintenance of traffic signal standards, policies and procedures while ensuring alignment with the City’s vision and strategy. Conduct research into signal technologies. Oversee asset management and traffic signal capital programs. Lead complex projects: Lead the development and implementation of complex City-wide projects such as the congestion management plan. Consult with other departments and externally interested parties and conduct community engagement. Manage contractors and provide guidance to City staff. Research industry best practices and legislation. Manage the budget and develop key performance indicators. Present to City Council for approval. Implement and monitor the plan. Administer and oversee transportation electrical programs: Work with technical staff and other interested parties on programs such as transit signal priority, emergency vehicle pre‑emption, connected and autonomous vehicle projects, traffic signal system(s), beacons and school zone flashers, intelligent transportation system initiatives. Oversee and administer contracts with external service providers. Lead analysis and reporting: Develop and track key performance indicators and loss of service (LOS) metrics. Conduct reviews of fatal injury collisions and document site conditions. Support supervisor on legal inquiries and proceedings. Conduct education and outreach programs: Develop and implement education programs/campaigns related to roadway safety in collaboration with City staff and externally interested parties. Focus on efficiency, innovation and continuous improvement: Provide subject matter expertise to City staff and externally interested parties. Requirements You have a diploma/degree in Transportation Engineering Technology or equivalent. Certification with OACETT (C.E.T.) is an asset. This is complemented by four (4) to seven (7) years of relevant experience. Supervising staff is an asset. To be successful in this role, you have proven project management skills and feel comfortable with technology systems. Your ability to communicate effectively allows you to interact well with others and provide excellent customer service. You are well‑organized and excel at problem‑solving. You will be required to attend sites that may include heavy traffic, particularly when urgent/unplanned response is required. Weather and site conditions can be a hinderance. Personal protective equipment (PPE) will be provided and is always required when working in the field. A valid Class G driver’s licence is required with an acceptable driver’s abstract (no more than three (3) driving related convictions or an accumulation of no more than three (3) demerit points in the previous three (3) years prior to the date of hire). You may have access to a City‑owned vehicle but may need to provide own transportation from time to time.
