Job Description

Maintenance Worker I/II - Parks Division Under general supervision, the Maintenance Worker I/II is responsible for professional unemployment insurance analytic work of average difficulty, assisting in the planning, coordinating, and analysis of operations for an unemployment insurance program, and performing related work as required. Responsibilities Determine benefit entitlements and employer liabilities; review employer requests such as non-charge, tax, and benefit charge; research departmental records for past claims and other relevant information; explain liability or entitlement to employer or claimant; write appropriate correspondence; grant or deny the request for benefit entitlement; transfer wages to another state if a claimant is still receiving wages in Tennessee; review reports to determine if charges have been correctly assessed or if wages and taxes are accurate. Explain and interpret Employment Security laws, policies, and procedures to clients; research and review client eligibility and/or liability applications, records, reports, and other related materials; advise clients on rights, responsibilities, and options provided by laws, policies, and procedures; research legislation and policy and guideline directives and advise staff of any changes that will affect program administration. Refer clients to appropriate individuals, units, or agencies that can offer additional information or assistance; ask clients questions to determine their concerns, questions, or problems; determine appropriate person or unit to offer assistance to the client. Assist in analyzing and evaluating the organization, operations, procedures, and staff performance by visiting local unemployment office and observing central office staff; assist in on-site review of records and reports for completeness, accuracy, and conformance to established Federal regulations, State laws, and departmental policies and procedures; make recommendations to local and central unemployment office staff for improvements in economy, efficiency, and conformance to program guidelines and pertinent employment security laws, rules, and regulations; write a preliminary report of findings and discuss findings with supervisor or coordinator. Prepare and maintain a variety of records, reports, and/or claims such as staff evaluation documentation, statistical reports, policy interpretation, memos, and written staffing and organizational recommendations; enter unemployment insurance data into mainframe applications for automated functions; review files for inaccuracies such as overpayments and bankruptcies; verify reports and/or claims for completeness and accuracy; correct errors in mainframe database. Qualifications Education and Experience : Graduation from an accredited college or university with a bachelor’s degree and experience equivalent to one year of full‑time accounting, auditing, or unemployment work. Substitution of Experience for Education : Additional full‑time accounting, auditing, or unemployment work may substitute for the required education on a year‑for‑year basis to a maximum of four years (one year of experience is equivalent to 45 undergraduate quarter hours). Substitution of Education for Experience : Graduate coursework in any business field, law, political science, or public administration may substitute for the required experience, on a year‑for‑year basis, to a maximum of one year (36 quarter hours are equivalent to one year). Other Requirements : Four years of unemployment insurance experience for the Tennessee Department of Labor and Workforce Development. Competencies (KSA’s) : None. Examination Method : Education and experience rating, 100%. Excess leave transferred to sick leave annually on the employee’s anniversary hire date. Sick leave: 1 day (7.5 hours) per month for full‑time employees who work the major portion of the month. Bereavement leave: Paid leave for up to three days for the death of a spouse, child, or other close relative, plus two additional days of sick leave (maximum five days). Family medical leave: Up to 12 work weeks per year, with continued health insurance coverage and reinstatement to the same or equivalent position after leave. Parental leave: Not exceeding four months following birth of a child, paid as a combination of sick, annual, or special leave without pay for employees with 12 consecutive months of full‑time service. Military leave: Granted in accordance with applicable state and federal laws, rules, and regulations. Holidays: 11 paid holidays per year for full‑time state employees. Retirement: Automatic membership in the Tennessee Consolidated Retirement System (TCRS). Employees must accrue 5 years of creditable state service to be vested. Vested members are eligible for service retirement upon completion of 30 years of creditable service or attainment of age 60. Deferred compensation: 401(k) and 457 plans with a minimum \$20 monthly contribution required. State matches \$50 per month minimum for the 401(k) plan. Flexible benefits: Certain specific expenses (e.g., medical, dental, dependent childcare) may be deducted from the employee’s paycheck prior to taxes. Higher education discounts: 25% discount on undergraduate tuition for children under 23 years of age; tuition waivers for one course per semester after six months of continuous service.
