We are seeking an experienced IT Project Manager to lead modernization initiatives for federal HR and payroll systems. This fully remote role requires overseeing complex multi-phase programs, coordinating cross-functional teams, and ensuring timely delivery of critical projects. The ideal candidate will leverage expertise in SDLC, Agile, and Waterfall methodologies to manage risks, schedules, and stakeholder expectations effectively. You will play a key role in driving legacy system modernization, rehosting, and process improvements while collaborating with development, database, QA, and business teams. This position offers the opportunity to make a tangible impact on federal IT programs within a supportive and collaborative environment.

Accountabilities

• Lead and manage federal IT projects, including FPPS modernization and legacy system rehosting initiatives.
• Develop project plans, schedules, risk assessments, and resource allocation strategies.
• Coordinate across development, database, QA, and business teams to ensure program success.
• Oversee multi-phase re-engineering, migration, and modernization efforts.
• Maintain stakeholder communication and manage expectations throughout the project lifecycle.
• Ensure compliance with federal IT standards, governance policies, and security requirements.
• Apply project management best practices using Agile, Waterfall, and hybrid methodologies.

Requirements

• Bachelor’s degree in IT, Computer Science, or a related field.
• 8+ years of experience managing federal IT programs or enterprise systems projects.
• Proven expertise in legacy system modernization or rehosting initiatives.
• Strong knowledge of SDLC, Agile, and Waterfall project management methodologies.
• Experience with HR, payroll, or financial systems modernization (FPPS or similar) preferred.
• Certifications: PMP or PMI-ACP required; CSM or SAFe Agilist desired; Security+ or federal IT management certifications a plus.
• Excellent stakeholder management, risk assessment, and communication skills.
• Ability to manage complex, multi-phase projects with cross-functional teams in a remote environment.
