The Human Rights Specialist 1 (HBPU Regional Councils Program Manager) will play a vital role in responding to individuals and communities impacted by hate and building external relationships for the Hate and Bias Prevention Unit (HBPU) within the Division of Human Rights. HBPU’s mission is to combat prejudice and discrimination, serve as a resource for New Yorkers impacted by hate and bias incidents, and support communities in response to such incidents. The unit also focuses on public education, outreach efforts, and has established a hotline and online form for reporting hate and bias incidents. HBPU provides this coordinated and community-focused support through our state-wide Regional Councils, Response Team and Youth Initiatives.

Under The Direction Of The HBPU’s Senior Director, The Human Rights Specialist 1 Would Manage The Work Of The Hate & Bias Prevention Unit’s 10 Regional Councils Throughout New York State. The HRS 1 Would Work Closely With Our 10 Regional Councils To Support Them To Fulfil Their Mission And Action Plans. As a Human Rights Specialist 1, You Will

  • Work closely with HBPU’s 10 Regional Councils support them to carry out hate and bias prevention activities in their regions.
  • Manage and refine the Regional Council’s annual plan process to execute activities, meetings, and other special events, overseeing and approving the use of resources and financial planning.
  • Lead, in conjunction with HBPU team, statewide projects that are designated by HBPU that include the Regional Councils
  • Monitor Regional Council’s Action Plan goals; ensuring they are measured and achieved.
  • Work with the Senior Director to identify and provide relevant training for the Regional Councils.
  • Assist the Senior Director in the development of policy proposals and policy positions related to preventing and responding to hate and bias incidents in New York State.
  • Assist the HBPU team on the maintenance and expansion of our Hate & Bias Prevention Toolkit.
  • When needed, assist the Response Team, which will mobilize to support communities impacted by hate and bias incidents throughout the state.

Community Engagement and External Relations

  • Assist with marketing campaigns and other initiatives that raise the profile of HBPU within the community and proactively support the unit’s mission.
  • Cultivate and maintain relationships with partners and other relevant community organizations, government agencies, and advocates.
  • Engage in community outreach to identify and assess possible hate and bias incidents as they occur.
  • Provide technical assistance or training on the work of HBPU and DHR to community organizations, DHR staff, and others.
  • Represent DHR and the Unit to the broader community of interested organizations, individuals, and other stakeholders.
  • Other related duties as they arise.

Qualifications

Minimum Qualifications

  • This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

Seven years of experience in field investigation or law enforcement investigation and the preparation of detailed narrative reports; OR planning, developing, implementing, or enforcing a human rights, civil rights or housing and community development program, OR conducting discrimination or labor relations investigations, OR litigation, OR any combination of the above experience to equal seven years.

Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Preferred Qualifications

  • Experience with community organizing or advocacy.
  • Experience in marketing and communications.
  • Demonstrated commitment to human rights.
  • Proven track record in event planning and community outreach.

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
